Go here for a copy of this bill which would prohibit tethering dogs of dogs less than 4 months old or any dog from 11 p.m. to 6 a.m. except for 15 minute periods. The tether must be at least 10 feet long or 3 times the length of the dog, whichever is less, and allow the dog to roam the full length and not become entangled or injured on anything and be able to reach shade, appropriate shelter, food and water. There are restrictions on the collar and size and weight of tether or chain.
