A Washington state bill, H.B. 1226, would establish a program to subsidize spay/neuter of dogs and cats for low income residents and animal shelters, and also provide financial assistance for trap neuter return and other feral or free roaming homeless cat programs.

By a vote of 5-2, the Las Vegas, Nevada city council has passed an ordinance requiring residents as of April 1, 2010 to spay/neuter their dogs and cats 4 months of age or older. Mayor Oscar Goodman supports the new law.

A new study in the Journal of the American Veterinary Association reports that the vast majority-at least 80%-of pet cats in U.S. households are neutered, with middle-to higher-income households reporting rates of over 90%.

Update Sept. 11:Â Â S.B. 250, the California mandatory spay/neuter bill, failed to pass the Assembly on a third reading, but a motion to reconsider was granted.Â

It is not known when the bill will be called up for another vote.

Animal Friendly License Plates Help Promote Spay/Neuter

Like several states, Tennessee offers an "Animal Friendly" license plate. Â Tenn. Code Ann. Â§55-4-290 Â The proceeds from the sale of these plates go into a fund "to be used exclusively for grants to non-profit organizations or governmental agencies to provide low-cost spaying and neutering of unsterilized animals to prevent and/or reduce animal overpopulation".

The fund receives about $15 per license plate.
