New York Bill to Stop Abuse of Downer Animals
New York bill, AB 1725, would prohibit the sale or slaughter of nonambulatory cattle, sheep or pigs and allow them to be moved only for veterinary care or humane euthanasia.
Veterinary care or humane euthanasia would be required to be provided "immediate[]". These animals once non-ambulatory could only be moved with a sling, stoneboat, or "on other sled-like or wheeled conveyances". The bill would prohibit these animals from being "dragged, pushed with a tractor, forklift, or other equipment; lifted unless with full body support or otherwise moved inhumanely".
Any violation would be a misdemeanor. Penalties include a fine up to $2,500 and a year in jail.
