Is Black's Bill Still Under Consideration?

Update Jan. 27, 2012: Virginia state Sen. Dick Black has announced that he has pulled the bill, S.B. 610. Animal welfare advocates and Virginia residents mounted strong opposition to the bill. BUT, Virginia Voters for Animal Welfare notes the bill appears to remain on the docket, implying Black's claim to have pulled the bill was simply a ploy. The bill could well be taken up this Thursday, Feb.

PA Gas Chamber Ban Unlikely to Pass

Update January 27, 2012: Once again Pennsylvania legislators have failed to pass a bill that would ban archaic animal gas chambers still used to kill shelter animals in the state. S.B. 1329, the latest effort to stop the use of gas chambers to kill shelter animals, has been re-referred to the Senate Appropriations Committee where some observers say it is likely to die.

New Hampshire Bill Targets Dog Breeders

New Hampshire Senate Bill 370 targets dog breeders except "hobby or show" dog breeders that keep no more than 10 dogs that they breed in order to sell their offspring. The bill does not apply to pet stores which are typically where puppy mills sell their dogs to the public. The bill also contains a provision apparently exempting dogs bred, raised or sold for hunting.

California Governor Jerry Brown intends to seek the repeal of those provisions of Hayden Law found to be "reimbursable state mandates." This from Jeff Carosone, an analyst in the state Department of Finance assigned to the Governor's proposed budget. Carasone referred to the 2001 Statement of Decision (http://www.csm.ca.gov/sodscan/98tc11sod.pdf) and the 2006 Adoption of Parameters and Guidelines (<a href="http://www.csm.ca.gov/sodscan/203.pdf" target

Public Shelters

Florida's Rescue Access Bill Passes Committee

Update Jan. 24, 2012: The Florida Animal Rescue Act, S.B. 818, was passed unanimously by the Florida Senate Community Affairs Committee. The bill now goes before the Senate Agriculture Committee. For more on this bill, read Animal Law Coalition's report below.

Original report: Yet another state is considering mandating animal rescuers' access to shelter animals. The idea is to give animals a chance at rescue, a chance at a home, by requiring shelters to contact rescuers before an animal is euthanized and give the rescue an opportunity to save the animal.

How to Get People to Manage Dogs that Bite

New York state Assembly Member Jim Tedisco and state Sen. Hugh Farley have introduced legislation that would substantially increase penalties for owners of dogs that bite. The bill, A.B. 8842/S.B. 6059, would increase the possible fine from $400 to $1000 for owners who negligently allow their dogs to bite, causing physical injury to another person, service dog, or guide or hearing dog. If the injury from the bite is serious, the owner could be chared with a Class E felony with a fine up to $5,000. Currently, the penalty is a civil fine up to $1500.

Casey's Law recently introduced in the Wisconsin Assembly by state Rep. Evan Wynn, is named for Casey, a dog who suffered severe internal injuries after he was shot with an arrow. The perpetrator, Dale A. Moore, could only be charged with a misdemeanor under current Wisconsin law. He was fined and put on probation for a year. That's it.

Your Vote Counts - Or At Least It Should

The ballot initiative would amend the Missouri Constitution to prohibit the state legislature from amending or repealing

The agency says it has stepped up the number of enforcement actions and increased monetary sanctions.

Help Stop Davidson County Gas Chamber

Update Aug. 10, 2011: Last night at least 200 people packed the Davidson County, North Carolina County Council meeting room to try to convince commissioners to abandon the archaic carbon monoxide gas chambers still used to kill shelter animals.

A motion to do just that was filed by Commissioner Cathy Dunn, but no other commissioner seconded it. A number of residents spoke in favor of the motion.

Many people think that the law requires humane slaughter of farm animals used for food. And, there is a federal law that requires " cattle, calves, horses, mules, sheep, swine, and other livestock, all animals are [to be] rendered insensible to pain by a single blow or gunshot or an electrical, chemical or other means that is rapid and effective, before being shackled, hoisted, thrown, cast, or cut". Humane Methods of Slaughter Act or HMSA.

The True Unintended Consequences of Horse Slaughter

by John Holland and Vicki Tobin, Equine Welfare Alliance

Over the years, we've written about the nonsensical arguments used by those in support of horse slaughter. We've scratched our heads and wondered why seemingly intelligent people would use the most illogical, ill conceived arguments and ridiculous euphemisms like "horse harvesting" to try to sway public opinion to embrace horse slaughter.
