Pet Store Faces Trial on Claims of Fraud and False Advertising

The owners of the pet store, Pets of Bel Air, in Los Angeles made famous not only by their celebrity clientele but also by a widely publicized HSUS undercover investigation, claims they were unaware the dogs came from such places.

Stop the Electrocution of Animals for their Fur!

MinkThis year New York became the first and thus far only state to ban the killing of fur-bearing animals by electrocution. NY CLS Agr & M § 353-c (2008) It is a common practice to use anal and genital electrocution to kill these animals that are raised and killed for their fur. This method is said to ensure their fur won't be damaged.

The animals, though, suffer terribly.

Animal Friendly License Plates Help Promote Spay/Neuter

Shelter catsLike several states, Tennessee offers an "Animal Friendly" license plate.  Tenn. Code Ann. §55-4-290  The proceeds from the sale of these plates go into a fund "to be used exclusively for grants to non-profit organizations or governmental agencies to provide low-cost spaying and neutering of unsterilized animals to prevent and/or reduce animal overpopulation".

The fund receives about $15 per license plate.

Save Delta, Colorado Feral Cats

Feral catThe City of Delta, Colorado has given Melissa Heinzen until May 4, 2008 to stop feeding a feral cat colony in Confluence Park.  Animal Control Officer Tammy Holden has given Ms. Heinzen until then to relocate the cats. The city intends  to trap and kill the remaining cats.

Strengthen Penalties in Iowa for Attending Animal Fights!

pit bull dogThe Iowa Senate has passed a bill, S.F. 2203 that would increase the penalty for being a spectator at an animal fight from an aggravated misdemeanor to a Class D felony. The bill is now pending in the Iowa House as H.F. 2381.

A class "D" felony means a sentence of up to 5 years and a fine of up to $7,500, assuming no prior convictions. An aggravated misdemeanor carries a penalty of up to two years and a fine not to exceed $6,250.

Help Stop a Breed Ban in Whitehall, Ohio

Pit bullThe Whitehall, Ohio City Council has been hearing from the public about a proposed pit bull ban. The ban is sponsored by Councilperson Jackie Thompson.

Thompson plans to try to get the proposed ban voted on by a committee at a meeting on April 8 at 6:30 p.m.  The meeting will be held at Whitehall City Hall, 360 S. Yearling Road.

Arizona Considers Mandatory Spay/Neuter for Entire State

Cat in shelterSeveral Arizona representatives are sponsoring a bill, H.B. 2516, that would mandate spay/neuter for all dogs and cats over 6 months old unless the owner qualifies for and obtains an intact permit. Fees for the intact permit will be set by each county.

The number of instances when an owner can obtain an intact permit almost swallows the law.

Colorado Joins Other States in Mandating Spay/Neuter for Dogs, Cats Adopted from Shelters

A similar bill in Kentucky is pending.  

Colorado Governor Bill Ritter now has on his desk for signature H.B. 1185 which would require dogs and cats adopted from animal shelters or rescues to be spayed/neutered. The bill has passed the state legislature!

Mandatory Spay/Neuter in Dallas?

Shelter dog  Dallas continues to have high euthanasia rates despite efforts to improve spay/neuter and adoptions including the building of a new shelter facility this past year.

A September 24, 2007 report by Dallas Animal Services and Adoption Center Operations reported the city impounded "more than 35,000 this year....Euthanasia rate is high and the adoption rate is low."

Rhode Island Looks at Banning Double Decked Trailers to Haul Horses

Double decked trailerLike Illinois, Rhode Island is considering a bill that would ban the transport of horses in double decked trailers.  But the committee considering the bill, the Rhode Island Senate Committee on Environment and Agriculture, has decided to hold the bill, S. 2566, for further study.

Iowa Bill Says Horses are No Longer Livestock - and That's a Good Thing!

Like a number of states, for purposes of the animal cruelty laws, Iowa classifies equines as livestock.

In Iowa it is illegal for someone to injure or destroy someone else's livestock intentionally such as by poisoning, shooting or trapping. Iowa Code § 717.1A

Chained dog  Update February 20, 2008: The Macon, Georgia city council voted last night to ban tethering of dogs and cats.  During a hearing on the issue, the council chamber was filled with animal welfare activists protesting the cruelty of tethering or chaining dogs.

Update March 13, 2008:  There are rumblings that Macon Animal Control is demanding a $100,000 increase in its budget if the city stops using the gas chamber in favor of lethal injection. The money is demanded for additional staff to administer the lethal injections. One employee who asked not to be identified, said the money was also for additional space, a euthanasia room.

Gas boxA proposed Illinois law would ban animal gas chambers in the state. The bill, H.B. 4844, introduced by Rep. John A. Fritchey, would make use of the gas chamber to kill animals a Class A misdemeanor on the first offense and a Class 4 felony for subsequent violations.

Will Banning Sales of Animals Along Roads or Other Public Places Stop Backyard Breeders?

Selling dogs along roadA ban on sale of animals along roads or in parks or other public property is making its way through the Arizona legislature. The bill, H.B. 2485, would also make it illegal to sell animals on commercial property without the owner's permission.

The bill does not apply to pet stores or humane groups and animal welfare, educational or agricultural organizations.
